Even if I rotate the handle, window won’t open. I don’t think the handle is broken. It’s probably the locks

@Brian G. Yes. I believe the problem is locking mechanisms not the handle. Are you able to do job then? If yes, when?
Yes that's the one so if u rotate the bar that goes through are the locking devices going up and down
